Pool fences in Oakland
Pool enclosures and gates designed around California's Swimming Pool Safety Act, in aluminum, steel, glass-look or wood.
What does California require for a pool enclosure?
As of November 2026, California Health and Safety Code section 115923 describes a qualifying enclosure this way:
- At least 60 inches tall.
- No more than 2 inches of clearance between the ground and the bottom.
- No gap that lets a 4-inch sphere pass through.
- No handholds or footholds on the outside that a child under five could climb.
- Gates that open away from the pool, self-close, and self-latch with the latch at least 60 inches above the ground.
When is a pool fence required?
When a building permit is issued for a new pool or spa, or a remodel of one at a single-family home, state law requires at least two of seven drowning prevention features. An enclosure that separates the pool from the house is one of them. See the California pool fence guide.

Do I need a city permit for the barrier?
Plan on it. Oakland's local building code amendments carve swimming pool barriers out of the usual fence permit exemption. We confirm the permit path with the city for your project.
Which material works best?
Powder-coated aluminum pickets are the most common, because they do not rust and keep the view open. Vertical wood or vinyl can work if there are no horizontal rails on the outside for climbing. Removable mesh fencing is a separate state-listed feature with its own standard.
